The Changsha Customs Authority has recently launched the country's first pre-assessment systems for African foodstuffs exported to China. The initiative has been filed with the General Administration of Customs and is being put into practice in the China (Hunan) Pilot Free Trade Zone (Hunan FTZ).

近日,，由長(zhǎng)沙海關(guān)推出的全國(guó)首創(chuàng)舉措“非洲輸華食品準(zhǔn)入預(yù)評(píng)估制度”獲海關(guān)總署備案，在湖南自貿(mào)試驗(yàn)區(qū)施行,。

The initiative relies on such national platforms as the Pioneering Zone for In-depth China-Africa Economic and Trade Cooperation. The risk assessment will be carried out in advance for food products from African countries that enterprises in the Hunan FTZ intend to import but have not yet been granted access by China. Based on the results, proposals will be put forward to the General Administration of Customs for simplifying the access assessment procedures, so as to further open up the "green channel" for African agricultural foodstuffs exported to China.

該項(xiàng)舉措依托中非經(jīng)貿(mào)深度合作先行區(qū)等國(guó)家級(jí)平臺(tái)，針對(duì)自貿(mào)試驗(yàn)區(qū)內(nèi)企業(yè)有進(jìn)口意向但未獲我國(guó)準(zhǔn)入的非洲國(guó)家食品提前進(jìn)行風(fēng)險(xiǎn)評(píng)估,，根據(jù)結(jié)果向海關(guān)總署提出準(zhǔn)入評(píng)估程序簡(jiǎn)化建議,，進(jìn)一步暢通非洲農(nóng)食產(chǎn)品輸華“綠色通道”。

Authorities noted that the initiative will take into account the characteristics of the food safety management systems of African countries, to formulate differentiated assessment programs. Meanwhile, the initiative will synchronize the establishment of a food safety information database, a pre-assessment technology database, and a risk assessment database for African countries, providing technical support for the assessment of access of African agricultural foodstuffs exported to China.

據(jù)悉,，該項(xiàng)舉措將結(jié)合非洲國(guó)家食品安全管理體系特點(diǎn),，制定差異化評(píng)估方案,。同時(shí)，同步建立非洲國(guó)家食品安全信息庫(kù),、預(yù)評(píng)估技術(shù)庫(kù)和風(fēng)險(xiǎn)評(píng)估資料庫(kù),，為非洲農(nóng)食產(chǎn)品輸華準(zhǔn)入評(píng)估提供技術(shù)支撐,。

The Changsha Customs Authority stated that it will better serve the import demand of enterprises in the Hunan FTZ in the future, assisting Hunan in building an industrial chain of non-resource products such as coffee, nuts and meat imported from Africa.

長(zhǎng)沙海關(guān)表示,，未來(lái)將積極服務(wù)湖南自貿(mào)試驗(yàn)區(qū)企業(yè)進(jìn)口需求，推動(dòng)湖南打造非洲進(jìn)口咖啡,、堅(jiān)果、肉類等非資源型產(chǎn)品產(chǎn)業(yè)鏈,。

In recent years, African high-quality agricultural foodstuffs have accelerated their entry into Hunan. Under the guidance of the General Administration of Customs, the Changsha Customs Authority has managed to participate in 46 tasks of access assessment of African agricultural and food products. In 2024, dried sea cucumber from Kenya, mutton from Madagascar, and wild Nile perch fish maw (swim bladder) from Uganda were exported to Hunan, marking the first of its kind nationwide. Hunan also completed the first entrepot trade of African flowers in China.

近年來(lái)，非洲優(yōu)質(zhì)農(nóng)食產(chǎn)品加速入湘,。在海關(guān)總署指導(dǎo)下,，長(zhǎng)沙海關(guān)先后參與完成46項(xiàng)非洲農(nóng)食產(chǎn)品準(zhǔn)入評(píng)估工作任務(wù)。2024年,，肯尼亞干海參、馬達(dá)加斯加羊肉,、烏干達(dá)野生鱸魚干魚鰾在湖南相繼實(shí)現(xiàn)全國(guó)首次進(jìn)口,，湖南還完成了全國(guó)首單非洲鮮花轉(zhuǎn)口貿(mào)易。
